Resolution of the 11th Congress of Parti Sosialis Malaysia (PSM)

On the final day of the three days Congress, the party adopted the following resolutions:

1. A peaceful, whole composing political action – A one-day Hartal in the state of Perak to demand for the dissolution of the State Assemble of Perak and to conduct state-level elections.

2. PSM demands that the Federal Government exercise the following seven steps to handle the economic crisis as outlined in the memorandum submitted by PSM to the Human Resource Minister on 25 February 2009:

* Set Up a Fund for workers laid-off or retrenched – Retrenchment Fund
* Implement a Minimum Wage Act and oppose cheap labour policy
* Create job opportunities in public sectors
* Food rations and food hampers for families for are in dire need.
* Restructure bank loans for housing and small businneses.
* Temporary land license for farming in state and private land, in urban and rural areas.
* Preserve the corporate tax at the current level. Oppose the implementation of GST

Resolusi Kongres Parti Sosialis Malaysia (PSM) Ke-11

Resolusi Kongres PSM yang bersidang selama tiga hari di Ipoh, Perak mengusulkan:

1. Satu tindakan politik yang menyeluruh dan aman “Hartal” satu hari di seluruh negeri Perak, untuk menuntut pembubaran Dewan Undangan Negeri (DUN) Perak dan pilihanraya peringkat negeri Perak dilaksanakan.
2. PSM menuntut kerajaan melaksanakan 7 tuntutan untuk menangani krisis ekonomi. Sepertimana memorandum yang diberikan oleh PSM kepada Menteri Sumber Manusia pada 25 Februari 2009
* Laksanakan Tabung Pembuangan Kerja
* Laksanakan Akta Gaji Minima
* Wujudkan peluang pekerjaan
* Catuan makanan
* Longgarkan skim bayaran balik pinjaman bank
* Tanah untuk pertanian
* Kekalkan cukai korporat
3. PSM membantah segala polisi penswastaan air, hospital, pendidikan dan perkhidmatan asas yang lain. Kita juga membantah sebarang cadangan menambah kenaikan tambang pengangkutan awam, minyak dan cadangan Kerajaan tidak mahu mensubsidi tepung, gula dan roti pada masa hadapan. Pada masa yang sama, kami menuntut kerajaan supaya meningkatkan mutu perkhidmatan di hospital awam dan memberhentikan serta merta pembinaan hospital swasta.
4. PSM menuntut supaya dasar Pengajaran dan Pembelajaran Sains dan Matematik dalam Inggeris (PPSMI) dimansuhkan dan kembalikan bahasa ibunda dalam setiap aliran sekolah.
5. PSM menuntut kerajaan melaksanakan IPCMC untuk menghentikan salahguna kuasa polis dan penangkapan sewenang-wenangnya oleh pihak polis. Polis harus menjaga keselamatan rakyat dan menangani jenayah, dan bukannya menyekat hak demokrasi rakyat. PSM juga menuntut Suruhanjaya Pencegahan Rasuah Malaysia (SPRM) perlu lebih berintegriti dalam menangani kes-kes rasuah.
6. PSM menuntut kerajaan supaya memansuhkan akta-akta zalim seperti ISA, Akta Hasutan, AUKU, OSA dan sebagainya. PSM menuntut Kem Kamunting ditutup dan dijadikan Bangunan bersejarah untuk mengenali salahguna ISA.
7. PSM menuntut supaya memansuhkan undang-undang yang menghalang wakil rakyat yang meletak jawatan tidak dibenarkan untuk bertanding selama 5 tahun dan menggubal undang-undang yang menghalang wakil rakyat daripada melompat parti.
8. PSM membantah sebarang jenis penindasan dan pencabulan peperangan di Afghanistan, Sri Lanka, Palestine dan sebagainya.
9. PSM menuntut supaya golongan hak orang asli dan golongan rakyat Marhaen ditegakkan. PSM menuntut kerajaan menggubal undang-undang supaya kesatuan Sekerja diiktiraf secara otomatik.
10. PSM menuntut perspektif sejarah mengenai kemerdekaan ditulis balik dan mengiktirafkan sumbangan golongan kiri dalam perjuangan menuntut kemerdekaan. Kerajaan juga digesa menghormati Perjanjian Damai antara Kerajaan Malaysia, Kerajaan Thailand dan Parti Komunis Malaya (PKM) pada 1989 dan menuntut kerajaan supaya semua bekas PKM harus dibenarkan pulang ke tanahair seperti dalam perjanjian tersebut.
11. PSM menolak sebarang amalan dasar diskriminasi kaum dan gantikan semua dasar perkauman kepada dasar berasaskan keperluan. Dan untuk memulihkan hubungan antara kaum, PSM menuntut Kerajaan Selangor membuat kajian tentang kerugian, ketidakadilan, kecederaan dan kematian dialami oleh rakyat di Selangor semasa Peristiwa Mei 13.
12. PSM menuntut Kerajaan melaksanakan pilihanraya kerajaan tempatan dilaksanakan serta merta dan menuntut kerajaan supaya melaksanakan Tuntutan BERSIH:
* Gunakan dakwat pada jari
* Hapuskan undi Pos
* Pembersihan senarai nama pengundi
* Akses kepada media
13. PSM menuntut supaya Program Latihan Khidmat Negara (PLKN) dibatalkan.
14. PSM menuntut kerajaan supaya melaksanakan dasar yang melindungi alam sekitar demi menangani masalah perubahan iklim secara serius.
15. PSM menyokong perjuangan rakyat seluruh dunia yang menentang sistem kapitalis yang memaksa kelas pekerja bayar untuk krisis ekonomi yang disebabkan oleh kegagalan kapitalis itu sendiri.

10th PSM National Congress: a decade and going strong!

Port Dickson, 1 June 2008

PSM successfully concluded its tenth Congress- in an era and time where the ruling Barisan Nasional faces its biggest survival in Malaysian politics while Capitalism faces its biggest challenge – World Food crisis. It is an exciting time and it is time for change.

Kongres PSM tahun 2008 telah diadakan di Port Dickson pada 30 Mei hingga 1 Jun 2008 dengan jayanya. Kongres ini telah mencatatkan sejarahnya sendiri dengan perwakilan delegasi dua ahli PSM yang masing-masing merupakan ahli Parlimen dan DUN serta perwakilan dari tiga cawangan baru yakni Jelapang, Semenyih dan Seremban. Kemenangan pada pilihanraya lalu telah merancakkan satu semangat baru untuk meneruskan perjuangan parti menegakkan ideologi sosialisma di bumi Malaysia. ARTIKEL PENUH (MORE) »

Resolutions of the 10th PSM Congress

  1. We demand that the Barisan Nasional (National Front) and Pakatan Rakyat (People’s Alliance) governments tackle the World Food Crisis. Among the steps we recommend are:
    • The granting of land ownership rights to farmers
    • Governmental controls over the prices of goods
    • The passing of a Minimum Wage Act
    • The recommencement of the Green Book and usage of the organic farming system of Socialist-oriented Cuba as a model
  2. The government should pass and implement a Minimum Wage Act giving a minimum wage of RM1,500 to all workers including migrants. This will in one fell swoop overcome the problem of cheap labour.
  3. PSM urges the Pakatan Rakyat governments take proactive measures in its states and take the following actions to pressure the Barisan Nasional governments:
    • Implement local government elections
    • Fulfil its election manifesto regarding welfare issues such as health and education and avoid being influenced by corporate interests
    • Abolish toll
  4. PSM demands that Malaysia stop the implementation of neo-liberal projects and negotiations regarding the Free Trade Agreement (FTA) with the United States and other countries as such agreements will gamble away workers’ rights and have negative implications on the poor in the country.
  5. Abolish all legislation that violates human rights such as the ISA, OSA, AUKU, EO and PPPA. Release all who are detained without trial immediately and without conditions.
  6. Restore impartiality and fairness to the legal system and judiciary. The appointment of judges must be transparent. We demand that all parties involved in the manipulation of the judiciary as stated in the Royal Commission Report on the VK Lingam video tape be brought to justice.
  7. We demand that PSM be registered immediately and the constitutional right of freedom of association be respected. Unions must also be given the right of automatic registration.
  8. The government should stop using the Emergency Ordinance 1969 to evict and violate housing rights. Comfortable housing or land must be provided to urban pioneers, estate communities and other segments of society with low income. The government must also revamp the PPRT in order that its original purpose may be fulfilled. Local governments should also take control of all low cost flats and not give them to developers. We also urge that the housing quota given to state assemblymen and MPs be abolished.
  9. Profits from national oil reserves should be nationalised and returned to citizens and used for public projects such as health services and free education. Oil revenues should be announced to the public and be used for public welfare.
  10. PSM denounces all attempts by imperialist powers which endanger the stability of pro-people governments in Venezuela and Bolivia, and supports the fight of people across the globe against the threat of the capitalist system.
  11. The government must put an end to the National Service Programme (NS) as it is filled with controversy and was hastily implemented.
  12. The government must resume the usage of vernacular languages in the teaching of Science and Mathematics in national type schools.
  13. The government must stop all steps to privatise health services and prevent the construction of private hospitals. The lives of citizens should not be commoditised.
  14. The national space project should be discontinued as it is a waste of money and another form of cheap propaganda – not a serious scientific project.
  15. The right to freedom of religion must be respected. The forced demolition of places of worship must be stopped.
  16. The crisis of public security must be solved. The police must not be biased in any conflict between the public and developers, corporations or the government. We urge that the IPCMC be implemented immediately to solve the problem of misuse of power in the police force.
  17. The mechanism of SOCSO pensions must be revamped in order that employees involved in workplace accidents be fully protected. The government should also respect the rights of the elderly.
  18. The government should provide free education up till university level.
  19. All quota systems based on race must be put to an end and replaced with policies based on need.
  20. PSM demands that the government amend all laws that oppress migrant workers and ensure that these workers are not discriminated against or abused. The government must ensure that their welfare and safety be protected.
  21. Immediate steps must be taken to solve the problems of global warming, climate change, and other natural disasters in order to save the environment and our planet.

PSM’s 10th Congress marks a decade of struggle

Kuala Lumpur, 28 May 2008

In two days time, the tenth National Congress of Parti Sosialis Malaysia (PSM) will kick off in Port Dickson. The 3-day congress will be attended by around 150 delegates and observers. This year’s congress is special in that it commemorates a decade of PSM’s existence in the Malaysian political scene. It also is the first congress since two party members were voted into political office in the last general election, breaking the four-decade drought in which there were no socialist representatives.
